Jill Norcross Executive Director, NVAHA
Jill Norcross is a strategic leader with an abiding commitment to strengthening communities and improving outcomes for residents through the development of affordable housing. She became the Executive Director of the Northern Virginia Affordable Housing Alliance in January 2023. Jill has over 20 years of experience in fostering successful partnerships with diverse stakeholders around affordable housing planning and development. She is a dynamic individual who is an experienced leader and communicator: someone with a vision for what is possible for the future of the Alliance. Most recently, Jill served as the Community Outreach Regional Manager for Virginia Housing, the state housing finance agency. She led the Northern Virginia-based team in working with partners and playing a key role in the agency’s relationship building initiatives to respond to regional housing needs. Prior to her position at Virginia Housing, Jill led a successful consulting practice focused on strategic services and technical assistance to nonprofit housing organizations, faith communities, and their partners in the areas of communication, strategic planning, asset management, project management, community engagement, and government relations. From 2005 – 2012, Jill served as the Executive Director of the Housing Association of Nonprofit Developers (HAND). Jill received a Bachelor of Arts in Communications from James Madison University and a Master of Regional Planning in Housing, Community Development and Real Estate from the University of North Carolina at Chapel Hill. Throughout her career, she also served on numerous boards and advisory committees of nonprofit organizations including Cornerstones, HAND, Fellowship Square, the Center for Real Estate Entrepreneurship at GMU, the Honors Advisory Council at JMU, HousingForward Virginia and NVAHA.

Hanna Metuda Deputy Director, NVAHA
Hanna Metuda is the Deputy Director at the Northern Virginia Affordable Housing Alliance (NVAHA), a role she has held since 2025. In this position, she oversees program management, communications, administration, external representation, housing policy analysis, strategic planning, and staff development. She manages key programs, including fee-for-service technical assistance contracts, Lunch and Learn programming, and the Rising Housing Leaders program. Additionally, she oversees communications efforts, publishes the Housing in Action monthly newsletter, and serves as NVAHA’s Chief Branding Officer.
She also leads housing policy analysis and budget advocacy as NVAHA’s Director for the City of Alexandria, develops strategic plans with the Executive Director, and supports staff training and development. She manages IT and website operations and represents the organization in engagements with funders, governments, and stakeholders.
She first joined NVAHA in 2023 as the Director of Policy & Programs. Before joining NVAHA, Hanna worked as an Independent Contractor at the Urban Land Institute, where she developed methodologies, analyzed data, and presented findings for the Home Attainability Index. She also served as a Housing Policy Research Fellow at Neighborhood Fundamentals, conducting national-level research on housing policy issues. Additionally, as a Non-Resident Fellow at the Center for Energy Science and Policy, she collected and analyzed greenhouse gas emissions data for the city of Manassas, Virginia.
Hanna holds a Bachelor of Arts in Government and International Politics from George Mason University.

Local Alliance Directors
Alice Hogan Director, NVAHA - Arlington
Alice Hogan is a life-long Arlington resident. She has seen many significant changes over the decades and is deeply committed to housing affordability for all segments of our community. Alice is the Director of NVAHA’s Arlington Alliance. Prior to NVAHA, Alice worked with Alliance for Housing Solutions in the areas of advocacy, policy development, and public education.
Alice is a graduate of the University of Virginia and also holds a Masters in Social Work from Virginia Commonwealth University. Earlier in her career, she worked in HUD’s Office of Affordable Housing Programs, primarily with the HOME Investments Partnerships Program and the SHOP (Self-Help Home-Ownership) Program.
Alice served on the APAH (now True Ground Housing Partners) Board of Directors for 13 years, where she helped initiate their Resident Services program and headed up their RS Board Committee. In addition, Alice sat on Arlington County’s Housing Commission for over 10 years, providing feedback on housing policy initiatives and affordable housing development proposals within the county. As a commissioner, Alice helped create the Affordable Housing Master Plan, the updated Accessory Dwelling Ordinance, and the Tenant Assistance Fund (TAF) program to support displaced renters, among other initiatives. Alice is grateful to reside in the walkable neighborhood of Westover with her husband and 2 children.

Anika Rahman Director, NVAHA - Fairfax
Anika Rahman is a dedicated advocate for marginalized and underrepresented communities and has been recognized as one of NOVA’s 40 Under 40 by the Leadership Center for Excellence. She is also the Vice Chair for Democratic Asian Americans of Virginia (DAAV). Anika is fluent in 5 languages. With over a decade of experience in mission-driven work, Anika has made significant contributions to grassroots advocacy. She has a skill for mission-driven development, and grassroots advocacy, encompassing various areas such as management, government affairs, strategic execution, public speaking, research, legislative processes, lobbying, policy drafting, state, federal, and national advocacy, and coalition work.
Anika has worked for several VA elected members and candidates. Her extensive experience includes six sessions in the Virginia State Legislature as Legislative Director, as well as advocacy work on Capitol Hill for foreign policy issues such as the Uyghur and Rohingya crises.
Anika’s commitment to empowering marginalized communities is evident in her roles within various Democratic organizations. Previously, she was Co-Chair for the VA AAPI Biden-Harris Leadership Council. She was also the Deputy Director for the Bangladeshis for Biden National Council. Anika hold a Bachelor’s Degree in Global Affairs with a concentration in International Development from George Mason University.

Amanda Caughran Director, NVAHA - Loudoun
Prior to her work with NVAHA, Amanda was a part of the team at Cornerstones (cornerstonesva.org), working in community building, community organizing, coalition building, and most recently serving in the role of Advocacy and Public Policy Director. As the Advocacy and Public Policy Director, Amanda worked to develop Cornerstones’ advocacy platform; organize events including candidates’ forums, panel discussions with elected officials, policy forums, and annual trips to Richmond to visit the Virginia General Assembly; share budget and policy testimony as well as calls to action with Cornerstones advocacy network; and center Cornerstones’ advocacy work around the voices and lived experiences of our community. Amanda also served as Cornerstones first Lead Organizer for Opportunity Neighborhoods-Reston.
Amanda is passionate about driving systemic change to create more equitable opportunities within our Northern Virginia communities. She feels strongly that this can be and should be a community where all our neighbors can thrive.
Prior to her work in the non-profit industry, Amanda served for eight years as a program manager and officer with the Department of Homeland Security. She holds a Master’s Degree in Social Work from George Mason University and a Bachelor’s Degree from Virginia Tech.
She is a mom of two school-aged kids and one black Lab. She grew up in and still lives in Herndon, VA.

LEADERSHIP COUNCIL
The NVAHA Leadership Council is a coalition of industry professionals engaged in affordable housing development, finance, policy and supportive services who serve as advisors for Alliance programs and activities. The Council meets bi-monthly to receive updates on federal, state and local housing policies and activities; hear presentations from industry experts, and engage in advocacy for public policies and adequate financial investments to develop and preserve housing that’s affordable, and that promotes equitable access to opportunities and resources for all Northern Virginia residents. We also acknowledge the financial investments the Leadership Council makes in our programs and activities.

Rising Housing Leaders
Rising Housing Leaders is a professional network for early-career professionals with two to seven years of experience in the housing industry or a field that intersects with housing. The network hosts monthly meetings and encourages members to shape the agenda based on their individual interests. Activities include educational opportunities, volunteer work, networking, and social gatherings such as happy hours. Members are empowered to take an active role in their professional development, while connections and collaboration within the industry are fostered.
